What is the best federal taxation model for Somalia?

I personally believe the best model is 60/40, FMS is more likely to accept this model, there is no way FMS will accept 50/50 model.

If they dig oil they need to create a sovereign fund, tie it to the american stock market like Saudi arabia which is pegged to real hard assets and growth, or else it will be spent on useless image related things that have no return on investment. Assets can be liquidated in a few weeks and converted to cash when needed for only PUBLIC Projects not individual wallets(which has no roi) and ends up being consumed not re-generated.

Infact it must have all member state signatures and parliament approval to withdraw any cash from sovereign fund. I think we need an added layer of safety n check n balances of Isimo reserve powers not political power like they have now. Reserve powers to save the nation if the institutions(courts,parliament) fail to do so due to political fall outs, monitor and sign sovereign funds release for public investment, recognize the new govt who wins elections, etc. Reserve powers that are meaningful and holistic in it's impact not down to day to day govt matters tho

The Australian model in terms of taxation, and federalism as a whole is a great model to follow. You have to remember that the federal government has to pay for the military, border security, welfare, health services, roads (infrastructure) etc. It makes sense that the federal government gets more. That money will be spent back into the country. People need to start thinking logically and not with their emotions. Otherwise the country will not improve. I’m not a fan of federalism myself, logically speaking it’s not even relevant to implement this system in Somalia (for obvious reasons) but I support it if it bring peace and prosperity, but it must be done right or not done at all.

Can you elaborate I don’t know the Australian taxation model?
 
Xamar is the capital city so we all must eat from their taxes, but at the same time they must not touch ours. I think that is a fair system, everyone for themselves. The FGS should pay for the army and government employees from donor aid like usual and not rely on any tax from the FMS.
