What should top of the agenda on the Constitution

Why do we even take serious Xamar and FGS? That war-zone is eternally cursed unfortunately.

Somalia is not a constituted republic. The state leaders and the president are coequals until a constitution is completed that outlines responsibilities. At this stage, it’s unproductive to try and subordinate the regional leaders and it is unproductive to try and subordinate other regional capitals to Mogadishu.

Before the constitution is completed, the change of the capital city needs to be discussed, addressed and evaluated. With the Garacad port established, the only port on the continent to do it self-sufficiently, and the proximity to all other regions of Bilad as-Sumal (DDS, PL, SL, Konfuur), the location best suited is: Gaalkacyo. It is by far the most pragmatic and most reasonable.

Xamar is not feasible, it is symbolically and practically unfit for this new image of Somalia that we are all hoping for. I am vehemently against Puntland cutting off from Somalia or even entertaining that idea, for one, my family goes back three generations across KGS and JL, but beyond that the name, flag, people of Somalia all resonates with me.

Honestly, this should be the main discussion of our time, everything else is secondary until a new capital is agreed upon. There is no civic unity without a new capital, there is no discourse of moving forward without a new capital. The answer to AS is found in a new capital, the city of Xamar should be a relic of our past, its wounds and trauma isn't something that should be revisited. Even Berlin amidst the peak of the Cold War was split into four factions (later two - Communist and Free World). The severity of Berlin (whilst being in East Germnay) to be split up, then it is essential for us to understand this.

This issue isn't being pressed hard enough, there is no development without changing the capital. This should be the initial 1m1v across the country, to galvinate support and trust by the public towards a better future. Giving them the choice to decide.

I believe Somalia should build a separate administrative/military capital in the southern interior and treat Mogadishu like a commercial capital.

Puntland and Somaliland kinda got it right with Bosaso and Garowe split and Berbera and Hargeisa split. You see this with a America as well, with the New York and Washington split.

It makes sense from a military and defense reasons not to have a port city as a government/administrative capital, you can become a martime war target from the sea and it can compromise the security of the government. You see Alshabab and foreign governments potentially target mogadishu a lot for that very reason, which compromises not only the political leaderships security but in major way disrupts the economy, trade and infrastructure in a vital commercial city.

If the capital is in a port city it will more than likely create more regional inequality and higher concentration of power and wealth because port cities tend to be wealthier and more developed than other areas of the country due to their central role in global trade and commerce., while other regions (especially inland or rural areas) could feel neglected.

Also commercial cities are more likely to become more densely populated and crowded , so it's not a good pick to house a government administrative capital to carry coordinate public service delivery out from.

Also it can make the political leadership more concentrated in commercial and trade related interests, push policies that favor that, neglecting sectors such as agriculture, social welfare and or environmental protection. It may not reflect the diversity of the country, and diversify the economy and be heavily depended on maritime and trade-based activities which can be volatile to global shipping trends and supply chain disruptions.

South Africa has multiple capital cities however Somalia is too politically immature for that. It needs to develop both its FMS capitals and federal capital. I agree with you fully that centralisation & concentration leads to chaos and turmoil, Xamar being a city-state from 1960-1991 was not a great strategy.

Mogadishu is the Italian choice of the capital, it's a city selected for you by a non somali and as you said a capital city must unify the people it claims and represents and as your fully aware of its past, trauma, and what's sadder it's current state and possible future noone can imagine that city ever being a crown jewel in Somali people heart.

Infact it brings out the worst in people as we witness the daily shit show.

Heck some even argue Villa Somalia is under siege itself and a huge low confidence from the international community who prefer being in xalane in shipping containers.

As you said the status of that city in the Somali federation needs a genuine discussion if it's fit to serve as a capital or has failed in its duties before we begin the process and criteria for a new capital.

I'd love to see an open and transparent discussion on Mogadishu, it's positives vs negatives, weaknesses, strength, it's civil war history and its current state and possible future.

It's definitely has a colonial past and no Somali made them a capital but some Italian did. That's an undeniable fact.

I'd love to see a for and against Mogadishu debate as capital and a panel set up to moderate it and transparent and live for the nation to watch before it's taken to academics to provide a sustainability report if Mogadishu can serve as a capital or not and finally begin a capital competition for all cities to compete freely but have criteria needed of the capital so it can all be weighted and ranked and final score given and the one with highest score wins capital.

Some of the criteria can include geography, weather, location, social stability, clan diversity, functioning elders not elders in name only, etc and maybe more criteria and we can create weights for each criteria and calculate final scores in an open and fair way and whoever has the highest score wins.

Remember noone has perfect place in Somalia, so we need to remind ppl not to get into false hopes of anyone scoring 100 out of 100 but heck if the highest score is say 60 out of 100 it beats 2 out of 100 which Mogadishu would rank in.

It's definitely a long overdue discussion.
