I would try to have proper infrastructure in Somalia (roads, sanitation, plumbing, hospitals etc), access to potable water, ending government corruption, properly integrate IDPs back into Somali society, get rid of the mass poverty, create accessible education that functions at a high standard internationally, create incentives for people to enter the labour market, and invest in tourism.
