I have Djiboutians as roommates and I'm the only one non-Djibouti.
They have a Ciise xeer which is the reason why they live peacefully within their clan. My roommates always throw banter at Somalia's troubles but they sincerely hope that Somalia becomes nabad. Djibouti-Somalis look at Somalia as their second home.
They have a dictator though which my roommates complain alot about. Their business is affected by crony monopoly which the state has control over the market. Everything is expensive there and they get food from Ethiopia since there's no agriculture in their country.
However, there's heavy development happening in the country, and they plan to have 4 ports operational. Djibouti wants to be Singapore of East Africa.
Most Djibouti are not qabilest and they look down upon Isaaq and MJ's who claim to be Arabs.
