Which city in Somalia is the best for business?

Which city in Somalia is best for a diaspora that want to start a business, manufacturing, agriculture etc?

I'm looking for most developed city so that i can run the business smoothly, things i'm looking for:

- safety ( dont want deal with A.S and fake protest that i see on news)
- non-tribalism / non - politics ( my clan affiliation should impact me little to none)
- freedom to run a business without a corruption / decent justice system
- internet
- electricity and water
- international bank
- transportation on ground, to move goods
- commercial buildings / property rights if possible
- literate workforce
- city that is near a port, for (import / export)
- limited natural disaster ( don't want to deal with flooding etc)

At this point it looks like a wishlist, comment down below if you have something share.
if none are possible when will it be and which region will reach there first?

Jigjiga fits all of these except near a port.

Jigjiga’s probably the most developed Somali city today.
 
The people there don’t have that much spending power since they lack Credit and high salaries. U.S aid and diaspora remittances are 70% of the Somalia/Somaliland Economy. It’s a poor country.
