Supposedly Hobyo Port is not even a viable project as it's not naturally deep enough, so it requires underwater digging. I also think there is another problem with the rocks needed to build it being far away. It's a very messy, difficult and extremely expensive project hence why they settled with a fishing pier and prehistoric unloading methods.
No investor in their right mind is sinking money into a money-pit with no foreseeable return on investment.
