They can’t access their scalp even with water because they have very very hard hair, we may have frizzy hair but it softens in water and we can access and oil/wash the scalp, whereas they can’t.

This is not it. They can definitely access their scalp. It's just that they wear certain hair installations/products to be acceptable in mainstream. Only recently was a law instated to stop the discrimination against Madow hairstyles.
