During the fight between Abgaal and HG in Xamar, a treaty was signed in which for being given around 40% of Xamar exclusively to HG, HG would acknowledge Abgaal political leadership.

Since this agreement was completed, 2/3 Presidents were Abgaal, and in 2021, another Abgaal will most likely become President.

This arrangement works for us both, so HG moved to Galmudug to develop, knowing that our interests in Xamar will be protected by Abgaal.

HG and Abgaal are both Hiraab, so we are cousins by lineage. Our interests are the same, and we gain plenty by working with each other. There's no reason for us to fight.

And lastly, Xamar isn't some tuulo in baadiye, it's the most valuable and developed city in Somalia. International embassies and businesses from all over Somalia are based there, and it's the home of the Somali Government and Army. Large scale tribal warfare there is a big no-no.
