Europe and America control the world. If Ethiopia were to outright annex Somalia it would not get any international aid and it would be blocked from all kinds of important institutions. The days of annexing countries are over. Perhaps only Russia or China could get away with doing moves like that.

They would care as trillions worth of trade passes the seas around Somalia. It's in their best interest for a peaceful Horn of Africa.

Ethiopia can never invade and take Somalia by force but it can do what it's doing now and install stooges all over the country and control indirectly
