Do you even know how al-shabaab operates? They are normal blending in civilians during the day and during the night they come out and wreck havoc throughout Xamar. By that anyone can be Al-Shabaab and it will be a tough task to destabilize a group that is very cowardly and hide using the innocent civilian masquerade, although i do agree that he should stop focusing on SomaliLand though. Just don't see the point in going after them when you could just build up and army and devise a plan to take out Al-Shabaab.
