Yes you did. You said a somalilander is a person whose ancestors lived in somaliland in 1960. that would automatically exclude isaqs from the hawd because the hawd wasn't under somaliland then nor is it now.

Well I don't know the how long back this "before 1960" rule holds, even proofing it is a great difficulty or just plain impossible. In general a lander officially would be any Warsan,Dhulo, Isaac, Dir Waqooyi regardless of where they're at. So Hawd & Reserve area people which also includes Dhulos and Samaron plus Sijuis who been gone for generations would qualify.

Which Isaaq tribes exclusively live in hawd? They move between Somaliland and Hawd since they're nomads. Hawd is just a grazing area for their livestock.
