Xamar and the Gareen states are under federal authority who cares about SSC or the little bit of Gedo paid to be pro-HSM. The people who count and certify the votes will inevitably be HSMs cronies.

This whole scheme is as ridiculous as Cagjars hence why even Hawiye candidates who would benefit massively from Xamars large share of available votes are against this model and why HSM rejected it under Farmajo.

If HSM manages to force this model in Xamar JL/PL will just take their ball home and the central states can suffer with a dismantled SNA and AS capturing more territory in KG/GM/HS.
