Will Algeria and Morocco be the closest to being a developed country?

1055 km Tiznit Dakhla highway connects the southern regions of Morocco, and will be costing about a billion . Last time I read about this it was almost complete .

The big problem with algeria is that they're actually heavily reliant on oil. It's 25% of their gdo but like 95% of exports and 40% of government revenue. Its also a mostly closed off country which till now hasn't really allowed foerign investment.
But honestly neither country is doing very well . Their economies haven't really improved in the last 10 years. At the end of the day they are too tied to Europe especially the southern European economies. So since those countries have basically stagnated since 2008. There is very little room for growth for north africa .
