It did not actually have a noticeable impact on the final figures. The hard to reach regions where the data was not used do not have many people so the averages are not changed.
That passage says that the data they received from Jubbaland and rural North East was either of poor quality, or representative of a very small part of their respective population. Meaning they didn’t effectively capture data from those regions. Not that it didn’t affect the overall results.
