Resource-sharing-powersharing between feds n state officials is what has stalled the constitution from becoming official since garowe 1 and 2 conferences. We need to address these sensitive areas rather then let it simmr away and hope it will solve itself. After that we need to create a constitutional court to ensure no spoilers can operate outside the constitution at either state or federal levels.

Right now since it's a temporary constitution, spoilers interpret the constitution how they see fit and this has caused rift between state n federal officials and with no constitutional court to pass verdicts in favor of state or feds, it's simply a shit-fest politically speaking. We still hostage to strong man politics in Somalia not strong institutions and the rule of law.

I checked and Puntland is the only state that didn't get grants from international donors in Q1.

Probably because of it's 1.4 mil surplus.

In a meeting between the federal government and federal states the World Bank presented this thought on revenue sharing arrangements for Somalia. The idea proposes the establishment of an equalization pot into which port states contribute 20% of their international trade receipts, such that all FMSs would benefit from it.

I'm all for this under these conditions:
1- The federal government pays the salaries of Daraawiish forces, there was an agreement before but Farmaajo failed to fulfill it, The next government must recruit 3000 soldiers from each state and focus on eradicating alshabaab, and troops in neighboring states cooperate, for example the troops in Puntland and Galmudug fight together to eradicate alshabaab from mudug.
2- Transparency and detailed accounts of where the money is going.
