We live in the age of federal/qabiil states in the country of Somalia.
What the means is that what Xaaf does is none of my concern because he is operating in his gobol and has the support of his clansmen. When he oversteps into your region is when you can condemn him and his followers.
Actually it can’t even be considered fedaralism, more like a confederation until the central government can muster up more power.
