They can demand whatever they want, as long as it doesn't infringe on french law. The thing is sure the french can do whatever they want with their country but they can't call themselves a secular liberal democracy if they start to infringe on a one of the ground pillars of secularism, freedom of religion. The KSA is a literal monarchy where they are very explicit with the fact that you don't have freedom of religion, if the west want to change that they can start with boycotting saudi oil, divest and sanction the country.

No they don't have any state sanctioned anti religion laws, they practice a form of secularism called lacite, the country still has a pretty sizable catholic population. Their secularism just like in the rest of Europe came as a necessity against religious wars.
For a country that's been having a sizeable muslim minority(the biggest in Europe in fact) they haven't brought up these types of laws before 9/11 and the war on terror because back then it wasn't politically favourable to explicitly target muslims as a group rather than north african immigrants*** whom they shitted on.
It's easy to be liberal and tolerant when not tested, I think this is the West's finest hour; will it stand by it's proclaimed values or will forsake them for fascist populism?

*** France is one ungrateful piece of shit country that buried the fact that almost two thirds of the soldaters who fought and died for France in the World Wars where it's colonial subjects.
The even more shameful thing is that when they freed Paris from the nazis they denied non white french soldiers to partake in the victory parade and the really fucked up thing is that they had so few white french soldiers in Paris that try had to bring in white spanish soldiers to pretend to be french soldiers. They also later denied many of the non white soldiers their access to their soldiers pension.

They also brought with them a lot of North African labourers for reconstruction after WW2 confining them to the ghettoes we know as Banelius today and lets not even mention the Algerian Independence War where they used rapes and ISIS styles massacres as tools of wars. I feel for the innocent french but as a country they deserve everything coming for them.
