They can demand whatever they want, as long as it doesn't infringe on french law. The thing is sure the french can do whatever they want with their country but they can't call themselves a secular liberal democracy if they start to infringe on a one of the ground pillars of secularism, freedom of religion. The KSA is a literal monarchy where they are very explicit with the fact that you don't have freedom of religion, if the west want to change that they can start with boycotting saudi oil, divest and sanction the country.not really tho. No they don't have any state sanctioned anti religion laws, they practice a form of secularism called lacite, the country still has a pretty sizable catholic population. Their secularism just like in the rest of Europe came as a necessity against religious wars.France has always been know for their anti religion stance
