Just a rough calculation: if you take the bilateral troops to be 6 thousand(between 5 and 7) and current ATMIS levels to be around 11.5K, you get 17.5K, that's just my guess. I don't think that number is going to reduce much between now and december when ATMIS will transition to a new mission.
