Don’t listen to the ciyaal on this forum. Galmudug dastuur makes it clear that every single clan that is native to GM is allowed to become president. The whole of GM government you see right now was build by Murusade’s Dhegdheer, Kheyre etc. Dhegdheer even built the airport in their capital and worked with Kheyre in getting Sufis destroyed. To the point HG womenfolk were complaining about him for taunting their defeat. Dhegdheer is a Barmuudo veteran and has a limp thanks to a miino planted in the war.

3) Yes Ceelbuur should and will be the capital. Galmudug knows this. It was always the capital. Shabaab just needs to be removed and they will go when time is due.

Any clan can become president, but since the formation of Galmudug...Sacad/Salebaan have been presidents(imagine in Somalia we call a state governor a president lol).
Ceyr have never been president(its mainly been Sacad), and even the capital city of Galmudug initially was given to Cadaado(Salebaan). Ceyr were mainly part of the Ahlu Sunnah sufi group who wanted to control Galmudug for themselves, whilst Sacad/Salebaan worked more with the federal government.
Anyways, like you mentioned in a previous post about qabiil affecting even subclans...qabiil is no way to run a state. I don't care if Sacad, Salebaan, Mursade, Duduuble,Sheekhaal, Marexaan,Dir or any native of Galmudug becomes president as long as they are fair and bring hormar.

It's not good to be too greedy. Ceyr have the capital city, and they want the presidency too? That will only cause cuqdad and lack of cohesion as a state.
Somaliland are facing the same problem. The last 30 years instead of building an all inclusive state, they instead made it an exclusive Isaaq state. The capital city is theirs, the presidency is theirs as well. Instead of promoting equality and walaalnimo...a smart person would rotate the presidency between the other tribes living in SL -Gadabuursi/Dhulbahante/Warsangeli/Xata Faqahshini(lool let HG rule SL). Seriously tho if they carried that out, we wouldn't see the resentment and disenfranchisement of the other Qabiils living in SL...their state wouldn't be split and there would be a sense of belonging to all.
Heck even subclans of Isaaq such as Habar Younis/Garxajis had resentment for years since they were denied the presidency.
Power should be rotated and spread equally between all Somalis, same goes for the gov in Xamar...its always Hawiye and moreso one subclan getting the president...when in actually it should be passed around to different qabiils. For example if Hawiye became president then in the next election a Hawiye candidate shouldn't be allowed to run. I mentioned it in the post you quoted. Cayr and most Cayr towns in Galmudug were under the control of the Ahlu Sunnah sufi group....Ahlu Sunnah are basically the Sufi version of AS minus the bombings, they are a politcal force and have ambitions of ruling.
Whilst the Galmudug state was still in its infancy states, Ahlu Sunnah were the defacto power force...acting as a unified force against AS. Ahlu Sunnah wanted to rule Galmudug as an predominantly Cayr Sufi theocracy, basically an Islamic movement/government whilst the SFG wanted Galmudug just to be a loyal federal state that wasn't too independent. Hence why Cadaado(salebaan) was named the capital city even tho many expected it to be Dhusamareeb, the SFG didn't feel comfortable making the capital city a town were Ahlu Sunnah had majority power...how could the Galmudug administration function in a city in which there was a stronger parallel government?
Anyways, Ahlu Sunnah were taken out in the end, but not without a fight and the use of SNA soldiers in Galmudug.
