In 1991 the Ciise and Gurgura liberation front fought the Jaarso in Dire Dawa and a lot of Jaarso were killed. The Jaarso responded by killing innocent Somali travellers in Dire Dawa. It was viewed as an Oromo Somali conflict. Abdi Illey certainly wasn't in power then obviously so why were Jaarso allying with Oromo in 1991? The answer is they've always been Oromo that is why.
