It's a project led by businessmen in the private sector. How can it be useless if it isn't being sponsored by public funds?
Where else do the funds come from? All wealth in Somalia especially in a hotbed like Xamar, is pilfered from the State and it trickles among a political cabal. They give government contracts to their friends. Who then in turn give them bribes. It’s a vile ecosystem of greed and corruption that goes all the way to the top.

When speaking of figures in the millions like this project. Where does the money for that come from in a nation where most people make 200 dollars a month or less?

This isn’t a bad response, however we can’t predict the intentions of a private sector. South American private banana companies eventually became rich enough to fund revolutions against leaders that weren’t corrupt enough for their practices. Like not taxing them and giving them the land of where people live. We currently see the second one happening happening in Somalia, bulldozing hospitals and where people live, it’s the dangerous road of privatization.
