Every country in the world has a national i.d system seperate from thier passport.

No complete lies. ID is the responsibility of the state government here in Australia. Last time the federal government tried to introduce a national id there was a massive backlash

Fundamentally, the FGS cannot and will not manage the domestic affairs of Puntland which is the purpose of the ID card. If the government wants to create an overarching standard where IDs are standardised fine, but they cannot usurp state powers and responsibilities. Sensenbrenner of WI. The REAL ID is still issued by the States, and the Fed. gov't was accommodated with three requirements under the infamous National Security doctrine.
