You're correct. To move forward JL shouldn't have retreads like Hiraale and need someone more competent than Madobe. A counter argument would be that you need a military administration to lay down the foundation by controlling the whole state and passing off their control to the technocrats once they are done.

If it was some petty clan fighting involving technicals, Barre and Madoobe could argue they have experience in that.

But Jubbaland is dealing with a counterinsurgency. This type of conflict is very delicate and requires political and military skills (mostly political) that neither of these two men have. They are beyond their depth and there doesn't seem to be any real political momentum in Jubbaland right now to bring about change.
