They are both Ethiopian satellite states, Ethiopia is the power to reckon with. Some elements in Somaliland and even Puntland who want to fight will not be allowed for political reasons. Ethiopia needs this two to pressure the Somali government as their power extends deep into the offices of the regional Presidents.
