Neither are regarded as countries and His Majesty Cabdiweli c Gaas nor his lesser self appointed president of a non existent monopoly country Dhuuse Bixiye are seen as anything close to leaders of countries but mere governers of a state within a country I.e puntland and a renegade region within a country I.e Somaliland..
