I asked someone in another post, do you think changing capitals would make it safer and lessen the violence, or would they just target the new seat of the gov wherever it is?

If we can't lawfully buy & sell land around previously built cities... then building a new city might be the best option for investors and entrepreneurs.

Changing the capital would only embolden the terrorists as they'd see it as a major victory. It's better we stand our ground as Xamar is a multi-qabiil city. What little sense of security the people of Xamar have managed to retain will quickly evaporate. People would scramble to get out and it would become a warzone, even more dangerous than it is now. This is one of the reasons why I oppose this. All progress would retrogress. It would ultimately serve as a major blow to the credibility and validity of the government.

If we were to change it(temporarily that is, until it's purified of Islamist filth), I would recommend Hobyo. It's a port city and well-developed compared to most of the surrounding vicinity. The proximity to Xamar is also an advantage as conducting military operations would be easier. A potential drawback is that some would criticize it as a qabilist move and use it to further their own agendas.
