Most Afars live in Djibouti City. Djibouti city has more Afars than Obock, Tadjourah and Dikhil put together. The Afar are roughly 30-40% of the overall population, and have similar rates of population growth to the Somalis.

Afars in Djibouti basically speak Somali I think. The oromo, habashi and Yemeni in the city speak it so I don't see why they wouldn't.

The Afar in the elite are just like any other, they just have a close relationship with IOG. The higher you are in the system the closer you are to the dictator that's how it works.

And the reason the Prime minister is Afar is because after the Djibouti civil war ended in 1994 the government made a compromise and made it so the PM is Afar and the President is Somali. But the prime minister doesn't have power since the president is the office for the dictator.
