So, let's adress the elephant in the room. All the strategies posted so far are farming strategies and the reality is our nomad population is simply not willing to farm (the majority of them that is). So, what is the solution?

Thankfully, there is a solution that combines raising livestock with regenerating the land which is arguably more superior with anything posted so far with even better results. I give you holistic planned grazing, every geeljire's dream:

This strategy has successfully been implemented all over Africa and many parts of the world. Not only is the land regenerated, lakes and rivers restored, but the nomads earn increased incomes from their healthier and more productive livestock. Villages and rural areas get a new lease of life and remain economically vibrant. The purchasing power of rural dwellers increases considerably, boosting the overall economy. City dwellers get easy access to nutritious animal products such as raw milk, ghee, xayr, meat, overcoming the ill health and physical degeneration associated with UN GMO corn, sunflower oil and pesticide ridden imported bariis. The traditional culture is preserved and the nomads get settled where they are happiest: in the countryside, rather than filling urban slums. They can live in dignity and wealth, rather than living in unsanitary conditions in urban slums barely eeking out a living.

india put her ego aside and learned from Israel, lets learn from Israel, they have perfected many technologies on land reclamation, water desalination and turning the desert into farmland
Desalination removes useful ions from water , so it becomes poisonous to people and the environment. It’s also not cost effective
There was a program the Kacaan government launched in 1976 to fight desertification and it worked. I can't remember the name of it.

I am no doctor but 17000 desalination plants clean water every day. And I do not read reports by climate change fake news terrorist who want to kill all humans on earth so a few oil barrels are not used

Before the Italians arrived the Garre, Gaaljecel and Mudulood nomads where very sought after by the farmers in what we now know as Lower Shabelle. The manure from their herds was an important vertilizer for the farmers in the region. Many Farmers would grow different kinds of fodder for the herds of the nomads and some would even marry off their daughters to secure the vertilizers for their farms.

Slightly off-piste but another way of sustaining animal husbandry in the modern day. With the current increase in the number of animal milk farms surrounding most cities, by having more of these caws farms we can easily supply the population with healthy, nutritious animal products.
