Does Ethiopia have some sort of agreement with the FGS that they can operate in the country freely? I'm guessing there's no way they can just move troops in and out without that kind of arrangement. Or at least I'm guessing in certain border regions. This is all conspiracy fuel because the government probably hides those kinds of arrangements.

It might be a part of those bilateral agreements (not ATMIS) that the government signed. Without knowing what is in those agreements and the permissions the government gave Ethiopian defence forces there's no way of telling what is going on here.
