@Araabi How can we ensure fairness in allocating seats to Togdheer and Awdal? It is important to avoid any sense of entitlement. In the previous election, Togdheer received 40,000 more votes than Awdal. It would not be fair to allocate the same number of seats in this case. The best approach would be to assign seats proportionally based on the number of votes each region received. Additionally, Somaliland needs to make cross-border voting illegal to maintain the integrity of the electoral process.

I can't argue with that, you're right. There should be a mechanism where voter turnout determines the seat numbers. Bear in mind that some communities do not fully trust the process so they could yield much bigger numbers given the circumstances but I do agree with you essentially.

Samaroon from Ethiopia voted in the 2003 elections. Awdal had more votes than Togdheer and all the subclans in it. If Samaroon repeated that scale of cross border voting purposefully instead of coincidentally being displaced by a drought then we'd be huge. I just dont see an incentive anymore. We'd be far better off with our own Maamul.

Cross border voting is out of the question. We don't even indulge in it anymore but making it illegal will lock out Samaroon powerbase in the future. Ofcourse you'd want that. The cross border voters Ciise and Isaaq subclans got/get is miniscule in comparison to us.

The same thing possibly happened in 2005 elections. We had the second highest votes in Somaliland after HA who were probably voting via cross border too. But larger than both HJ and HY. We only had 13 seats then as we do now lol.

It was because the President was Dahir Riyaale so there was a much bigger turnout and he encouraged them vote. 2005 was the biggest turnout for Samaroon ever. If and when we get the Presidential seat again the numbers will rise again. In every elections, the community of the standing President has a huge boost.

HJ easily won the 2012 local elections in Burco and in other places to support political party of the Silanyo. The communities always come out to support their main politician.

It was both due to Riyaale and the drought. Coincidentally worked out in our favour.

Riyaale only encouraged them afterwards when they moved from Ethiopia due to the drought and not before it.

If he purposely called upon Ethiopian Samaroon then the turnout would've been greater.

In the 2003 presidential election, Togdheer received almost twice as many votes as Awdal. However, in the 2005 house of representative election, Awdal managed to secure more votes than Togdheer, with a difference of 12,000 votes.

You may argue in favor of cross-border voting, but from my point of view, it is not acceptable to receive an increased percentage of representation based on votes from individuals who do not reside in the country. This becomes particularly problematic when it results in disadvantages for the beesha.
