I would've told the owner to not copy a new sports ground but create a dedicated public city park or bring in palm trees, water fountains, seating places and create a forest scale greenery space as U will get rent from shops wanting to open up there not to mention how many public event rents U will get.

Garowe is doing a 1 km by 1 km square city public park. You need to differentiate and create your own untapped space in investment not copy.
