I don't think so. Abiy Ahmed went to somalia to negotiate before Somaliland and they said no. Ethiopia used MoU as leverage to get something out of Somalia but they still haven't given up on it. Why would Somalia want to negotiate anything with Ethiopia? They could just fleece them like Djibouti when the time is right.

Never heard that before from Ethiopia but I did hear Abiye say that SL was the only one to respond to Ethiopias calls for sea access by signing that MOU.

That’s Cali Balcad, a government ‘minister’. He, Qoslaaye and Shariif are all from the same clan but he’s talking about internal divisions and national unity.
