sxb its all about incentives, I would easily reign SL in having my VP be from there, and giving them some level of autonomy and state power, I would make them apart of the process and part of our nation and eliminate past grievances, the president should be the one letting them have there wants outside secession, and creating a state powered federal democracy(like the US with a constitution, Supreme Court, and state and fed power) that suits there and all of the somali states intrerests, as for Ethiopia I would give them a complete cold shoulder(wouldn't even visit or talk to them even once lol) and due to being landlocked they will be completely irrelevant if we do so, id also not appeal to Russia but the US, I feel we can be there top allies in Africa with me in charge talking to there intreats, shared values, and what a powerful united somalia could mean for America, they would get on board for sure
