I just read the english which is very clear. Jubbaland cannot complete its' election before returning to NCC but neither can the FGS complete their process. But this is in favour of FGS because Jubbaland is trying to rush an election through.

No such thing as ‘Jubbaland’. It’s one guy who has done this before with approval from IC and he will do it the same exact way again. How can they say no to something which they allowed before? All of the opposition will be on his side so it will look like it’s just FGS against it. This same movie has happened before, perhaps you haven’t seen it.
