Population doesn’t have much to do with literacy rates. Greater population = greater human capital to go towards increasing literacy rates. Since they have a higher population, you would expect them to have more teachers etc to deal with that higher population

Ethiopia got these loans based on false GDP figures. According to the IMF Ethiopia has a GDP of $155 billion compared to Kenya's $112 billion. Does Ethiopia seem like it has a GDP almost 40% larger than that of Kenya? It does not seem like that to me.
