They should only be recognised once we have a sitting new president and we should pursue our goals of a confederation. Even if they refuse to leave Puntland we must enforce it. It's weird though he only seems to be approving of micro-states and adminstrations in a certain territority. The old colonial borders of Somaliland.

What's behind this strategy?

By dangling the possibility of a state within Somalia he wants to create loyal and hopefully warring groups inside Somaliland. It's a good strategy for him, whether he creates those states is another thing. A deal with south is the father of secession after all and secession is the father of all these states.
