It’s not politically advantageous for madobe, AS will just start their annual string of suicide bombings in kismayo and his approval rating will tank. Jubaland forces are stretched too thin to implement rigorous search procedures. If AS takes massive hits elsewhere then it becomes more feasible for Madobe to strike them in Jubaland.
