I don't see anything at all. No news articles or anything on Somalia actually signing a deal with Ethiopia like what SL did with the MOU.

That can mean anything tho. A deal on what exactly, it doesn’t exactly imply they have a port or naval base. Even if they had a port it wouldn’t make sense. Much of the south is dividing and exchanging resources from a port in southern Somalia into the highlands of central Ethiopia is practically impossible. From the north it’s a different story tho
