You don’t have to go that far back. Just look at the case of Crimea for comparison. You had Russia who claimed the territory as historical Russian territory (a similarity we’ve seen from the reaction/statements of Ethiopian politicians today).

After the establishment of the Ukrainian state, Russia was allowed to have their military and navy on leased coastal land in a strategic region for 25 years (also resembles this agreement).

If their relations were to turn sour, Ethiopia could pull the same move as Russia for all we know. This may sound far-fetched, but given Ethiopia’s rhetoric of the past months, it strikes very similar in their language. In the end, neither can/could face Ethiopia/Russia on their own (without foreign assistance).

Based on what, what could he possible gain from this? He's strategy was to have SL rejoin but not as a FMS so that he could use it to end federalism via a North-South powersharing agreement.

Parliament, both Chambers, could nullify this MoU. Let us hope it does not come to that, and the SL Parliament could do the honours in tossing it into the dusbin.

I suspect Muse went to Addis because of the above because without full control of Sool and Sanaag they can't really seperate as the former entity of British Somaliland leaving the union nor can they rejoin Somalia through some kind of North-South powersharing agreement. Do we even have such a clause in the Federal Republic? It's nothing new that FMS deal with foreign countries, it's a grey area but both the FMS and FGS tend to more or less let it be when it's related some kind of FDI but not when it's giving Ethiopia of all countries a naval port/base.
