When you’ve expelled the ambassador, you demand the representative to return home and come back with a proper explanation from their government about their actions. And Somalia will also revaluate their (former) relationship, if their action isn’t justified.

While Somalia is in a compromised position, that’s the bare minimum they can do. Plenty of African counties have done it to western ambassadors without much ramification. It’s more symbolic of protesting in a diplomatic language.
