For example Ethiopia is a federal country meaning there is Federal jobs and and one by the Central govt that controls other instituions in the civil service.

The federal jobs are meant for the locals within the federal state.
Like for example The Amhara state majority of the jobs should go to Amhara like more than 80% or more.Like wise to other sttes like Oromia should have 80% of labour force being from the oromo region.
Then we have the Central govt which should allocate civil service jobs on quota system.

Somalis in there federal state make less than 1% of employees in the Somali state and is mostly under amharas who are receuiited from other parts of Erhiopia and not even an Amhara who was born and brought up in Jigjiga Even the watchman is Amhara.

The central govt quota for Somalis is filled with other ethnic groups.

Then we have private and listed companies who do the same thing to Somalis.
