If Somalia says I have an administration in that region I don't think that's tipping the scales for anyone in favour of Somalia if they were going to recognize Somaliland. It's not going to change anyone's mind either way.
They could say there are people there that support Somalia that is kind of the same thing, building an adminstration there is not adding any extra legitmacy to their argument.
And anyway this mostly internal politics for FGS. It's like not even mainly about Somaliland.
