Democracy in Africa has been a complete failure. Arab countries are doing fine with their kings and ''presidents'' (pseudo dictatorships). Maybe Somalia needs the same.

Democracy doesn't work in Africa because democracy gives people an illusion that their votes matter. It works in the west because there is plenty of money to go around. In Somalia? No money.

Also, it's incredibly inefficient. Somali Parliament has over 200 MPs. I heard their salaries are around $3500 per month.

That costs Somalia $700,000 per month at minimum. The real cost is probably well over $1 million after accounting for auxiliary staff, buildings, events, etc.

With corruption, those costs goes up a lot. A dictator might be corrupt but there is only so many money he can steal before becoming bored or getting killed

I would have four main priorties:

1: Solidify control of the areas under government control and increase secruity

2: Allow for better funding mechanism for the government

3: Create an independent corruption body

4: Solidly a constitutional make-up for the future.
And develop steam-powered motors for electricity generation

Local governments that reflect the population and answer to locals AND a central government. Local/state governments are responsible for keeping the peace, cleaning the streets, making the water run; central gov't prints money, defends and runs diplomacy.
