Exactly, Puntland wants to claim that land as belonging to their adminstration, but they don't want to fight for it. If Galkacyo was invaded Puntland would respond immediatly and with a heavy hand. Puntland's hypocrisy on Las Anod cost it most of the support it had in SSC pre 2007. The first rule you have to follow in state formation is fighting for the land you claim. If Puntland is not willing to sacrifice thousands of lives and millions of dollars to retake Las Anod, we have no right talking about it or claiming to represent the interests of the people in SSC. That is called Hypocrisy.
