Correct. They have mandate to apply new PL election one man one vote in 2024. As politically they are independent.

The biggest task ahead is Pilot elections. It will the first ever been one man one vote since 50 years.

To whom doesn't understand Somali. Those are the law for voter wants to be part of PL elections.

First part

First point- He should be Puntlander or has Puntland relatives.
Second point - Non Puntlander has Somalia citizenship should be lived and worked in PL for 10 years.
Third Point - Age should be above 18 years.
Fourth point - His mental health is stable.

Last point says that he has no criminal background or went to Court ....etc.
