It doesn't matter if one administration preceded another, what matter is what is legally sound and agreed upon in the constitution which has been approved by Buntland. Remember Buntland always complain when FG doesn't follow the constitution.
Buntland claim to half a region is unconstitutional and its claim to part of Sool and Sanaag are also unconstitutional thus against federalism.

The creation was accepted by the federal government which all see as the highest authority of the land alongside meeting the criteria of a federal state thus is seen as a legitimate and legal entity.
