Buntland claimed the region when there was no federalism or FG hence previous claims to the region did not matter.

A) There was no authority when Buntland declared their federal state
B) When the FG and dastuur were agreed upon and Buntland's claims to part of a region were unconstitutional hence rejected thus Galmudug claim which was in line with the constitution where accepted.

Don't misunderstand me, Galmudug couldn't claim Bari since the federal government has ratified the states following the laws given to it by the constitution.

There is no argument about this.

The claims were constitutional if Buntland, when formed, claimed all of Mudug and the FG accepted then no problems.

But that isn't the case, they claimed half of the regions and thus their claims are unconstitutional. Galmudug came along and claimed the whole region which was constitutional and accepted by the FG alongside the constitution.

Buntland previously claims to North Mudug despite being 3 years earlier and controlling the area for 2 decades don't matter in this scenario since its unconstitutional.
