Those places are basically mostly connected by boat to Bosaso. You can go from Bosaso to Qandala in about 3 hours by boat. This is why when ISIS took over Qandala the only way to take it back was to come in from the sea. Most of of Puntland east of the main road is basically cut off except for the sea. And a road will not be built anytime soon because it is too mountainous and costly.

Nah @draco says rubbish things like we don't build roads in Puntland. Then ignores the building of these roads in the capital which has been town planned and zoned out beautifully, hopefully will be known as Puntland Westminister!!!
