To reduce our accident rate, PL is beginning a long project journey.
1. Traffic police, equipments n vehicles is completed.
The next phase involves.
1. Driver training n driver license issuance
2. Speed cameras
3. Vehicle fines for not wearing seat-belt, speeding, to many passengers, faulty vehicle
4. Stricter controls on buses n large trucks with different training and licensing standards becuz they carry more people or goods.
5. Parking fines for vehicles blocking the road
6. This is puntland wide project becuz vehicles are everywhere in the state.
This should take 2-3 years to see through completely. Wallahi driving from GM to PL will be like entering two different countries. One country with proper roads and laws and as we know GM all chaotic and jungle.
I would add the following not relevant to road safety but is an important area. We need an agency that is given the duty to create a puntite registery which can issue birth certificates at hospitals, death certificates, marriage certificates. The one's who are already adults, we need to issue out puntland id cards. Make it all stored on an 'online registry'.
This will help us create criminal system for justice department to track our crime rate, type of crimes, repeat offenders, etc. Imagine Dr Osman in puntland court where my dembi is registered with my ID card, everywhere I go in Puntland, police can watch me. It can help also with development, bank loans, so many other industries can start up in Puntland when everyone la daba gali karo. I think even investor confidence will find we can manage contract laws, compliance, disputes when everyone in our state is known, registered, address is known.
My dream is to see puntite birth rate each year, death rate, all puntites registered in all our 50 districts. We can target projects to different 'age groups or genders or districts' to make them catch up to performing districts.
