That's private property, they can do what they want. What im against is those small time traders located in the down-town and operating under umbrellas, some operate on the ground with a rug, and others in tin shed.
They need to be removed from the down-town and the small traders need to come together to fund themselves some sort of open warehouse, similar to the 'fishery market in bosaso'. This will create a concentration of towers in one area and a proper financial market district.
PL should approve only buildng applications of towers for the central businsss market area and the ones who just want a normal shop front must be told they will not be given priority and should seek another location. Sub dividing our market district into small-medium-big traders will create a proper city.
